Looking at how I might accomplish this. I run a food truck and don't need internet access to function. However I do need a wireless network for two tablets to talk to each other. Currently I bring an old router but its buggy. I'd like to use a macbook for the job. Doable? How?

I would just find a better router and use that. You don't need the latest and greatest like AC mode so any B/G router will work fine. Should be available for $25 or less. This Netgear for $22 is more than adequate.
