Creating a disk with USB on PC for Mac?

Hi I have a macbook air that has a dead SSD. I don't have the tools right now to remove the SSD and test another one. I have the menu up to reinstall my OS again but had no drive to put it on, is there a way I can make a disc on my PC out of a USB or external HDD to install the OS on?

You can install macOS on any USB disk or external hard drive as long as it's formatted as Mac OS Extended (Journaled) or similar from the recovery partition or Internet Recovery.
