Creating a free hot spot

Ok, down here, i have 8 Belkin Pre Ns and 2 TP-Link wireless routers all connected together.... i want to provide free wifi access to people aroud this area.


Firstly what do i do?

These are the things i need:
1. Ability to provide usernames and passwords, so that people can login to the hotspot.

2. Ability to cap Each users speed to approx 25KB per sec so that one user will not hog up all the bandwidth...

Out of curiosity, where are you going to put the Pre-Ns? Even if you put them all at the corners of your own home or building, they won't project far, will they?

I am guessing it is an apartment...is this "free" wireless that you are providing?
