Would it be possible to take an old iphone or ipod touch (Siri capable) and combine it with a bluetooth speaker and make it function similarly to Amazon's Echo? I assume I would have to keep the iphone/itouch plugged in so that the "Hey Siri" hands free command would function. Anyone else tried this by chance?

Yeah uh... it already does that basically...? Unless there's some other magic that Amazon's Echo does that I'm not aware of..?

Also- there actually is a tweak in Cydia now called UntetheredHeySiri so you don't need the phone plugged in for it to work.
