Creating a site similar to iWeb "Modern Frame"

Is there a way to create a site with a similar effect to iWeb's "Modern Frame" theme? I have the colors, but I can't get it to only color outside of the 700px or whatever. I can color everything or nothing, but not just the outer stuff.
