Creating/Altering Keyboard Layouts

I sometimes need to type in Ukrainian but the OS X keyboard layouts are all proper typing layouts, but I'm used to using a phonetic layout. I've looked everywhere but I can't find an appropriate keyboard layout. The closest I've come to finding one, is a phonetic Russian layout which is very close to what I need however there are some different letters between the two languages.

So I'm wonder if anyone knows of a way to alter or even create keyboard layouts.
