No... you will need to create the account from a Mac or iOS device.

Yes, every iCloud account is also an Apple ID; but that does not necessarily mean that creating an Apple ID is same as creating an iCloud account. You can create an Apple ID on a Windows PC but you can't create an iCloud account on it.
