Creating EXT2FS partition not using Linux

I have an external hard drive that I would like to use EXT2FS to read and write on both the Mac and PC and have files > 4GB. I thought that EXT2FS would be a perfect solution. I was able to search and find some good links regarding Windows and Mac drivers to read and write EXT2FS partitions, but not create them. My Linux box was given away some time ago and I don't really want to have to go the route of using a Unix machine. I was hoping someone might know of some Mac or Windows software to enable the creation of an EXT2FS partition.
