Creating offline and online quiz form

Hi I need to create a quiz for a client at work. the problem is they want the quiz to work offline and also online.

with online i could use php, but that doesn't work offline.., it's because they want the quiz to be used also by their sales reps, using their laptop.

Anyone know a way to do the quiz that work both online and offline? It need the data to be exported somehow.. any programs to do that? limited budget for the software probably only $150.00 max
I could use flash, but limited knowledge in exporting the data

You'll need to use something like Adobe Air or MS Silverlight, at least if it's going to be web-based. I suppose you could potentially use a java applet, but I wouldn't go that route.
