Creating Unix Executable Files

So I'm wondering how I can change files I create in textedit into unix executable files. Specifically for the program called "jfeff90" that can use files called "feff.inp." If I change the name of the file in the "get info" tab to a .inp form it doesn't do anything, nor did I think it would be that easy. Please help!
