Creating your own Global Shortcuts in OSX

I'd like to know if there's a way to create your own Global Keyboard Shortcuts in OSX much like you can for specific applications.

I've noticed that some OSX applications are allowed to specify their own Global Shortcuts so I am guessing there must be a way to do this but I have yet to find it.
