Credit card expired. Can't download free apps.

I created my Apple ID when I was in France with a french credit card. Now I live in Japan. My french credit card has expired. I don't want to switch to Japanese Apple store as I understand Japanese. But even when I am trying to download free apps on my iPhone, it asks for my French credit card information and because I don't have one, I am not able to download any more apps on my iPhone.

Any possible solutions? I contacted Apple support and they said there is no solution other than getting a French credit card, which I cannot.

Under payment type there is an option "none" to have no credit card information stored. It will let you download free apps and prompt for credit card for paid ones.

There is no none option on my iPhone what do I do? Please help
