I'm using a non-Apple USB keyboard. Ctrl+Shift+F12 was able to put the display to sleep. After reinstalling Lion now it doesn't do anything. How do I fix it? I did a reset on SMC and PRAM.
 
Download BetterTouchTool, and assign a new keyboard shotcut for your need in Preference.

I don't want to install a 3rd party app to get something to work that had originally worked without one. Option+CMD+F12 puts the system to sleep. I'm not sure why Ctrl+Shift+F12 stopped working. Ctrl+F12 also works to bring up the shutdown/reset/sleep option.
 
I can't help your precise problem but can confirm that on an Apple keyboard Ctrl-Shift-Eject still switches off the display in Lion.

It does work, my iMac came with Lion. But after reinstalling Lion it stopped.
 
For those with a non-Apple USB keyboards and running 10.7.1, can you verify if Ctrl+Shift+Eject works?
