Curoius question about usage

Hi All,
I am running iOS 8.1 on a iPhone 5. On my phone when I navigate to Settings>General>Usage>Manage Storage photos and camera shows that I am using 971MB. When I connect my phone to iTunes my photo usage is listing as 8.9GB. See the attached screen shots. Any idea of why I see the discrepancy?

What does the second level of the usage figure say?

Do you meat at the root of Settings>General>Usage? Under storage it shows 13.4GB used, 14GB available.

Shared Photo Stream 7.7KB

Maybe everything hasn't synced from the iTunes library yet.

I don't think that's the case. This is iTunes on my work laptop. There isn't any content there that would be syncing. Both the phone and iTunes summaries show the correct amount of music/audio but the photos data is wildly off.
