I'm sure this has been explained before, but if so I can't find it. In my apps folder, under two of the Icons (one is Flash Player) appears (on the left hand side) a curved black arrow. What the heck does this mean, and does it require some sort of action on my part? I just upgraded to Mavericks, BTW.

It's an alias to the file's location.
 
Sounds like an Alias. It means that the file there is actually just a link to a file somewhere else.
On Windows, they are called "shortcuts", I think.

No action required (as long as the link works and there is a file at the other end!)
