Custom keyboard shortcuts won't stick

I tried to change two of the default keyboard shortcuts in Mail using the keyboard system prefs panel. This worked for a while, but now it has switched back to the default assignments, and nothing I do succeeds in switching them back to my custom selections.

The main issue has been switching the assigned key combos for "Get All New Mail" and "Erase Deleted Messages In All Accounts". (yes, I have made sure they are typed exactly as they appear).

Any thoughts on what might be happening?
