Just to get another opinion, if I bought a Mac Mini, took it apart, and installed the Hard Drive in another computer, would the new computer run OS X properly? Is it even legal to do that?

No. That's illegal and the necessary drivers for another machine wouldn't be installed anyway so it wouldn't work. The Mac OS X EULA states that it can only be installed on Mac hardware.

The problem with doing something like that is the Mac OS may or may not support the components in your PC; CPU, GPU, ethernet, sound, all might not work.
