No. That's illegal and the necessary drivers for another machine wouldn't be installed anyway so it wouldn't work. The Mac OS X EULA states that it can only be installed on Mac hardware.
The problem with doing something like that is the Mac OS may or may not support the components in your PC; CPU, GPU, ethernet, sound, all might not work.
It is not exactly illegal, but it is a violation of the EULA. "illegal" is a slippery word - it's properly an EULA violation, which is a contract.
