customised icons in mavericks

I tried and failed to make a customised icon on the mavericks desktop using this method: http://lifehacker.com/5897796/how-to-customize-any-folder-or-app-icon-using-any-image-in-os-x

My workaround was to boot up in lion and access the mavericks partition and change the icon from lion. That worked.

But one shouldn't have to do it this way. It should work in mavericks. Is it a bug? Or is there a different way to do it in mavericks?

... that's weird, the way to change icons is still the same in Mavericks.

Sometimes, not always, you have to restart the Finder for the new icons to show up.
Cmd-Opt-Esc will bring a dialog that'll let you restart Finder.
