Is there any way to move through popup menu with the help of the keyboard. Take the shut off menu for example. I would want to put the mac to sleep but "shut down" is highlighted. I want to move one to the left how would I accomplish that without the mouse?

in some menus you can press the first letter of the option you want, seems to work on the shutdown menu.
 
You need to enable

System Preferences > Keyboard and Mouse > Keyboard Shortcuts > enable Full Keyboard Access (or simple press Control F7)

You can then use the Tab key (or shift-tab to go backwards) to highlight a button, and the space bar to execute it.
