Is there any way to install afc2 if cydia is not working

This should probably be in the Hacks forum, but I would recommend using Redsn0w to do a tethered boot with your iPhone. Then try running Cydia while it is tethered. Should work that way.

If you still can't get Cydia to work, you can install packages with dpkg. See the following for how to use it:

You'll need the .deb file and can find that by googling.
