General Cydia Repo/Package Question

Hey guys, so I downloaded the RoxBox Lockscreen and I loved it, however the dev didnt add compaibility for 12hr clock and AM/PM Indicator. I had free time at work and modified some files to get this to show the time in 12hr, added an AM/PM Indicator, and removed the "0" where there is only a 1 digit hour. My question is, am i allowed to submit a seperate package to be put on Cydia with this mod? If so, where do I begin? Thanks!

Its not a large developer, if I state that its his original and that I just modified it and give him credit for his work, I should be okay..... Its not a large Dev and hes not replying, I have seen a few people looking for this LS with 12hr and AMPM and I finally coded it right (with the verrrrry little coding knowledge I have)
