Cydia was working fine for me earlier tonight... then out of the blue it wouldn't update the "changes" section tab. it is saying the last time I updated was 10pm yesterday, or around ~5 hours ago from this post. I have read online that this issue sometimes fixes itself, but is there something I can do to resolve this? e.g. reinstall cydia or something? It still says loading database, refreshing database, etc... but it doesn't load any new packages.
 
Don't get too excited about this. It IS possible that no changes were submitted to Cydia in the timeframe since you last saw an update. If there are no changed packages it will just show your last update time when there were changes. I check frequently (several times a day) so I often just see a non-updated changes.

Never re-install Cydia over top of an existing install, it corrupts the database
The only thing you can do is try the refresh button and patience.
