All Devices Dark mode question (speculation thread)

In iOS 13, Dark mode and Night shift are set independently. Yet in macOS Catalina, Dark mode (when set to auto) is triggered by the Night shift setting? Dark mode does not have its own settings beyond manually setting to Dark, Light or Auto. Any thoughts as why Apple would implement Dark mode so differently between the two platforms?

Seems like a perfect example of Apple not wanting to invest the extra work into macOS, so they just wired it into the closest switch they had, which was Night Shift. They were too cheap to have to code, test, and localize new UI.
