Data is disappearing and can't locate Wifi

I have the iPhone 5S and have just updated to iOS9

Since updating my OS my data is disappearing... I've already used just under 1 GB trying to sort it out and check. The only thing that shows as using my data is General under System Services...

Cellular Data>System Services>General has used 95,8MB in less than five minutes...

EVERYTHING else is switched off, and cannot use my cellular data.

Also, where I know there are wifi networks available the phone cannot locate them.

I have tried switching the phone on and off and that didn't help.

Anyone able to help?
