Would their be any reason why, at times, I must have data ON to send texts? Usually, I can turn data OFF and have texts sent. I thought texting were part of the voice plan which would not require data - strange.

iMessage needs data.
This. A text message (green bubble) does not need data.
Strange… I'm looking at a recent text I tried sending earlier and they are all in green bubbles which I had to turn ON data to send.
1) Make sure you have iMessage on
2) Make sure you're sending messages to other iPhones

Text messages require your cellular data in order to send and receive. Same as a phone call. Data must be turned on. iMessage does not. iMessage simply requires Wi-fi.
Unfortunately this is one of the problems with the Imessage/Text on iphones.
If you switch off Imessage the system should just send everything as SMS.

This is incorrect SMS text message do not require data they are sent on the voice link. Only Imessages are sent on Data. There is no difference between Carrier data and WIFI as far as the phone is concerned.
