If I were to buy a MBP is there a date plan that can be purchased from verizon or AT&T if I want to be on the net where wi-fi isn't available?
If so, how much is it and how does it work?

you can buy a usb card from any carrier you want, or if you use a modern smartphone, just tether
 
I would you teether from a ip4?
Any preference as to which USB card/provider that's preferred?

Cost of the card is usually $0-50 after a rebates if you sign a 2 year contract; if you don't sign a contract, then the card will most likely be $150-250; then you have to pay a monthly charge on top of that.

Usually any of the brands are good. I like Sierra Wireless… just pick the provider you want.

And yes you can tether with your iPhone 4 if you have AT&T and you pay the $20 extra fee. Personally I think that's a sham.

or jailbreak and do it for free. or very close to free at least.
