I've just submitted the following bug report to Apple and was wondering if anyone else had had a similar experience?

Basically, it would seem that immediately after a hard reset there is a short period where data is still downloaded over a roaming network (incurring significant costs) even if Data Roaming is turned 'Off"

Summary: When roaming, the Data Roaming 'Off' setting appears to be ignored for a short period after a hard reset of the phone, downloading data over a roaming connection and incurring data costs.

Steps to Reproduce: In a roaming environment with Data Roaming 'Off' and with data being pushed to the phone (e.g. emails available to download), carry out hard reset of phone by holding power and home buttons down until Apple logo appears

Expected Results: No data should be downloaded as Data Roaming is turned off

Actual Results: Data is downloaded by device over roaming network for a short period (a number of seconds), even though Data Roaming still appears as 'Off'. After this short period, data roaming returns to correct disabled state

Regression: Only experienced on iOS4, not other opportunity to try to replicate.

Notes: I have an iPhone 4 on O2 UK's network. The phone is 'clean'; it is not restored from an older phone. I have never turned Data Roaming 'On' on the device. Whilst on holiday in Spain a few weeks ago my iPhone crashed and I had to carry out a hard reset. On rebooting, Mail downloaded 50+ emails from my .me account and synced my .me account within the first 30 seconds approx. I checked, and Data Roaming was still set to 'Off' and there was no wifi connection. When I then tried activating a data connection by checking for more email, I got the correct message that data roaming was turned off. I was subsequently billed for this data usage as roaming data by my service provider, demonstrating that the data was downloaded over 3G rather than WiFi.
