My gf is going to italy next week and is thinking of brining her iphone4s. I know that imessage does not use a lot of data so she would be able to work with in the 100mb limit that verizon gives its roaming plans but is there a way to turn off all other data usage from other apps BESIDES imessage so that the data isn't used up?

I think it is all or nothing with data over a network. You can turn off cell data entirely though
However, keep in mind, imessage works over wifi so you can have all cell data off yet still able to imessage when on wifi
