Data usage puzzled!

I use the same app to monitor my usage for Lte with my iphone 5 and Ipad mini verizon
Checking against data usage in settings for iphone 5 is a perfect match with the app
For the ipad mini is a whopping 4gb more recorded by the device vs the app
Any idea why??
