Date Modified MetaData for one file changing randomly

All,

I have one file where the date modified and date last opened metadata changes at random intervals. This file is a photo library associated with the photo app that is not marked as the system library. Any ideas how to track this down to figure out what is going on? Use console?

I'm thinking it is a bug but hard to say.

More details:

File Sharing off
Permission for the file are locked down to me and everyone deny.
Antivirus installed and no viruses.
FileVault enabled.
Screensaver with password on wake enabled.
