Please tell me there's a way to totally disable it. My phone was in my bag and locked when voice control activated itself. It could have phoned anyone and charged me for the call (and did do once when it activated while I was closing windows down on my phone.)
 
The iPhone currently doesn't support hands free initiation of Siri, so it must be activated bt holding the home button.

(You can activate Siri hands free by saying "Hey Siri" only if the phone is plugged in)

Perhaps something in the bag pressed the button down for a second.

A fix would be, in Settings, Passcode Lock, and under ALLOW ACCESS WHEN LOCKED, turn off Siri.

This way you can only activate Siri when the phone is unlocked. :)
 
I've found Voice Dial in the menu you mentioned and have disabled that; hoping that stops anything else. Siri isn't activated anyway, it was the standard Voice Control that was present even on my old iPhone 4.
