Carrier Dealing with cowboy builder. Have they blocked me?

Builder horror story going on at the moment and today it seems that when I call them (in the UK by the way) their phone does a half ring then goes straight into busy tone. Texts (blue bubble) still say delivered though.

If they've blocked me would the texts still say 'delivered'?

If I'm blocked then that's an intention to not complete the work so it's important for me to work out my next move.

Edit: calls now go straight into busy tone as opposed to half ring then busy tone.

Thanks! I'm getting a friend to try calling now to see if they can ring. Then I'll know for sure.

I would try and visit their location as well and verify whether they are still in business.
