iPod Debugging an undisplayable photo

How do I fix a photo so that iTunes does not tell me:

Some of your photos, including the photo "kids on the wagon.JPG", were not copied to the iPod "brazee's iPod" because they cannot be displayed on your iPod.

I open the photo in Paint and then save it.

I flipped it twice using Windows Explorer.

How do I find out what's wrong with this photo that wasn't wrong before?
