Decrease the duration of a video file?

Does anyone know of a mac based application that will allow me to decrease the duration of a video file at the encoding stage.

I have some training videos that a very slow and booring. I can speed them up in qucktime, But I need to be able to speed the actual file up so that I can play them at 1.5x speed on my Archos.

It would also be nice if I could change the pitch of the audio so that the trainer doesnt sound like a chipmunk.
