I just received my computer back from a mail in repair and they wiped my HD I had my hard drive backing up but than fed ex knocked on the door to pick up the computer so I pulled out the cable prematurely! Now that I have the computer back I am trying to restore the portion that was backed up before I sent it out and the only file on the HD is 2011-12-28-180844.inProgress inside Backup.DB! How do I decrypt this?

I don't think you can. Basically an encrypted disk, is a gigantic [encrypted] file that contains the data. Pulling the plug means the container file is corrupted and thus your data is corrupted and you have no backup

Yup, toast. Reinstall then restore from a Time Machine backup. You did have one right?
