Default finder file/folder arranging and sorting

How can I make sure Finder defaults arranging by kind and sorting by name?

I've tried going to view options and changing the arrange and sort settings accordingly, as well as clicking the 'use as default' button at the bottom of the window. However, not all folders show the preferred settings. The settings are only saved in the folder I was in when I went to the view options window. :confused:

I'm running OS X 10.8.1 by the way.
