Default website visible with Web services is "Off"

Is anyone else's default web page working in Lion even though you have the Web services set to "Off"? I'm talking about the "Mac OS X Lion Server" page with the globe on it and the links to the various services at the bottom.

Is it supposed to work when the service is set to Off?
