I bought a iPad mini r less than a year ago from a Bestbuy (Quebec). The lightning cable that came with it has become defective.

I haven't had much luck getting Bestbuy customer service on the phone.

My question is: Can I take my Bestbuy receipt to my local Apple store to get a replacement lightning cable there?

As long as your iPad is under warranty, Apple should replace the cable.
 
I posted an article that says Apple is aware of premature failures of the lightening cables due to corrosion as pointed out in the article and is replacing them in or out of warranty.
