iPad Delay when opening apps iPadOS 13.1

Video that explains the issue:

First part is normal spped, 2nd part is slo-mo.
Very light apps don’t have that much of an issue but even Notes or Files can have this delay sometimes. Happened in B8 also but never had a problem on 12.x. Anyone with this problem?
