Delete Photos on iPhone and Re-Download iCloud?

I've been having an issue with blank thumbnails in Photos on my phone for some time now and at wits ends trying to solve. Is there a way to delete all photos on my phone and then re-download from my iCloud Photos library?

You can try Camory, a ultimate cloud camera app. It can back up more photos than iCloud and more quickly. Then you can delete all photos on the phone. You can keep your photos on Camory or download them to your phone again from Camory.
