How do you accidentally delete them?

Time Machine can bring them back.

You could try in the menu bar View > Show Last Import.

Well if you delete a contact in address book does the file officially get trashed or is it still on the hard drive somewhere?

If you press delete, and it warns you that it will delete... it's gone.
