Even when I plug into my computer it shows 3gb in iTunes. There are zero photos/videos on the device (even iPhoto finds none). I already tried hard reset and it didnt work.
 
Are you set to sync photos from iTunes? Turn off photo syncing and check whether the capacity bar adjusts.
 
I can't understand actually, because two days ago I had same problem and I solved it by hard reset
 
Make a manual backup to your computer, erase your iPhone (settings and content), set it up as a new iPhone and restore from the backup.

For whatever reason Apple decided to leave deleted photos as invisible but space occupying crap on iOS devices and the only method that really helps (at least in many cases) is to erase and to restore. I've done this on several iPhones/iPads and it always worked.
