Deleted app icons return after 9.2.1 update

Hi all,

I updated to iOS 9.2.1 and after the update, the phone shows some random app icons that I had already deleted long back. They cannot be launched but I can move them around. They are all with a bit of transparency compared to other icons. Not sure what caused this. Check attached snapshot.

Seems like they are on a waiting to download next time your on wifi maybe thats the only time i have seen that.
