Deleted apps config still in the iPhone?

Hi,
I just restore as new with iOS 4.3.1 from iOS 4.2.1 and the method I am using was restore as new phone. Somehow when I reinstall old apps and all the previous setting is still there.
That means many of deleted apps config must still in the iphone somewhere.

Is there an app to complete erase iphone app data or is there a way to do hardreset that able to complete wipe up this?
