iPhone Deleted images not freeing up space on ios 13(cleared recently deleted)

Hi,

I had 18.75gb of video and still images from iPhone X on 13.1.1. I deleted about 60 4k vidoes and 900 images from the iphone and also cleared the
recently deleted folder.

I definitely do not have 18.75gb worth of videos and the amount I deleted should make the numbers in iPhone storage go down. Yet it is still at about 18.4gb.

I used to have iPhone phone explorer(forget the name) and it allowed me to go in to the storage to clear up junk files.

Is there any method short of clean install to clear out the junk?

What is causing it?
