If a Fusion Drive has a 128g SSD and you have less than 128g of data.
Does it all stay on the SSD?

Unsure it is as simple as that as I think some of the SSD is used to store the computer memory when it goes into sleep mode. So you may have to deduct that from “available“ space at least. So if you had 33GB RAM say you may only get first 100GB of data on the SSD. Apple documentation on this is scant eg does it only offload when sleep initiatives or do it beforehand in preparation? Dunno. You could test it though. Maybe someone who has tested it has stats???

I was going to buy an almost brand new 2017 27'' iMac on Craigslist today for $1,400.
It normally costs about $2,600
- 3.8GHz Intel Core i5
- Radeon Pro 580 (8g VRAM)
- 8GB DDR4 RAM
- 2TB Fusion Drive
I only use SSD's, so I wasn't sure how a Fusion Drive stored data.
I ended up not buying it. The seller was a scammer. He claimed to have several people wanting to buy it.
He wanted $700 (1/2 the price of the iMac) sent to him by "Venmo" so he could give me 1st crack at buying it.
