R.I.P. my dear stolen Macbook Pro...R.I.P.

So guys, I am cursed to use a PC for a while. I need to delete some files off my Mac formatted G-RAID external drive. The drive has 2 partitions.

I can access the files with HFS Explorer but wanted to know:

1. How can I delete individual files from the drive without having to re-format the whole drive or partition (HFS does not allow me to do that)?

2. Can I reformat ONE partition only of the drive while leaving the other partition intact? And if so, how would I do that, just through simple reformat on windows?

3. Is there another freeware that is better than HFS? I cannot find one.

4. Is there a simple way of opening encrypted .dmg's on a PC?

Thank you Thank you Thank you!
