Deleting Old iPhone Backups and Viewing Them?

I was curious if I delete older iPhone backups if it will delete the current data on my phone? (iPhone 4)

And if pictures are on iPhone backups is it possible to see them on the computer?

2. If you have photo stream on then you can see them in Iphoto in photostream.

I don't have iPhoto.

So I can't directly see them?
