I recently bought an M4 Mac Mini and have it paired with a Dell S2725QS. It's been a great monitor except it always stays on. When I got up this morning, I noticed it didn't have a screensaver or turn off overnight due to inactivity. My desktop was still showing from last night. I shortened the time frames this morning as a test, but same result.

I'm at a loss as to why. Here my MacOS settings - am I overlooking anything? I couldn't find anything related on the on-monitor settings with the monitor.

Try installing "BetterDisplay".
It will give you access to all the monitor's "ddc" controls (look in the "settings" panes).

BD runs in "free mode" and also "pay mode".
The free feature set may be all you need.

Works great with my Dell Ultrasharp 27" 4k (U2723QE)...

I will look into that. Is there any chance my wireless keyboard (which has no power switch) or my wireless mouse (that does have a power switch) is keeping the monitor on?
 
I put my old wired keyboard and mouse back with the Mac Mini and now, the monitor does what it's suppose to do.

I would prefer wireless, though, is there any way to get around this?
 
I use a MacAlly WIRED USB keyboard that is backlit and also has a built-in 3 port USB hub.

For a mouse, I use a Logitech wireless mouse. I use their "unifying receiver" plugged into one of the keyboard ports. No problems with the display screen saver (I set it up so that a push of the pointer to the upper right hand corner puts the display to sleep).

I don't really use "sleep" on my Macs, never have.
 
Use the Activity Monitor to see whether any third-party apps prevent sleep.
I would also create a bare account that runs no apps or login items and see whether that sleeps.
I found surprising things, like the system will not sleep with an iPod connected.
