iPhone XS Max Deny calls on XS Max 12.1

So I have noticed the last couple weeks when I’m getting a robo caller/scammer and I hit deny either on my phone or my watch the phone keeps ringing I have to hit it 5 times as if I let the call go to voicemail and the phone rang the whole time and in my recent calls it shows up as 5 separate calls a swcond apart. If I deny a call from a legit contact it sends it straight to voicemail as it should. I’m sorry if this is in the wrong forum but I’ve never seen this behavior in all my years on IOS. Have scammers found a way to bypass when we hit deny? Obviously I block the number and a week later another one comes exhibiting the same behavior. Anyone else seen this? New phone new iOS new vulnerability? Again sorry if this is in the wrong place.
